Construction dust is not dirt from living. It is fine mineral dust from cutting tiles, sanding filler and drilling, and it keeps settling for days after the trades leave. It clings electrostatically to walls, window channels, radiator grilles, switches and ventilation.
The second layer is what the fitting-out left behind: adhesive residue on tiles, silicone along the sanitaryware, protective film and stickers on windows, handles and appliances, cement haze on tiling, and tape marks on frames.

If you are taking the flat over from a developer, book the clean after the handover inspection. Defects go into the protocol, and a spotless flat is inspected worse than it sounds: dust sometimes hides damage you would otherwise claim.
